Chelsea are not signing him. They made the initial bid trying to get him in as a squad player for a bargain price, that's it.

Arsenal haven't got any control over it. They simply can't afford to lose him on a free (nor could any club other than Chesea/City) so he'll go where ever he wants providing the bids are all acceptable.

would love RVP at united but I still don't see this solving the main hole in the united squad, that being the lack of a word class creative centre mid and a world class defensive centre mid, 2 players to run shit in the centre of the park is what they lacked all season,to play that perfect ball and keep possession , i think they are relying on anderson and cleverly being this but the chances of either of those 2 staying fit all season is unlikely at best

That will only work if RVP wants the Juve move.

As I said, he'll move to the club he wants to move to. Arsenal have no control over it.
