I'm not sure where you're getting your figures from but the game's been sold out for months (O2 priority apart) all reports I've read have recorded a full house and i certainly didn't see 20,000 empty seats.

Secondly, New Zealand isn't the biggest game of the year for England. Any and all 6 nations games this year are more important than any of the test matches against the southern hemisphere teams.

Thirdly England have been in and around the top four teams in the world for the last year or so, won the world cup less than 10 years ago and just destroyed the world champions unbeaten run of 20 odd games by a record margin. Given all that i don't think it's unreasonable that they've been touted in and around the favourites for the 2015 world cup. Talk about pot, kettle black with the England football team and being 3rd or 4th favourites every time a major competition comes around
