Email him and say unless he coughs in 24 hrs, all this goes to his employer. If he fails after that, get his address and report him to police.

A group of you (three?) should just come together and report him to the Kent/Newcastle Police for online fraud. More people who are vocal about it the more chance the Police will investigate. They're obviously not going to bother if it's just one person over £70.
Alternatively, small claims court as mod* pointed out.
