how clean is the front mechanism? most likely imo is that it has seized up so isnt giving the shifter enough tension to click down… quilt the front derailleur in something like wd40 or gt85 over a few days to penetrate, then properly clean and oil the part. if you're confident in setting up your cable again (it's not hard…youtube it) then disconnect the cable and see if the movement is stiff or has a decent amount of spring in it
otherwise it might be that your cable has stretched, again not giving enough tension to the shifter. or your shifter might need a look at… not sure how serviceable your sora is…. ive had a very old 9speed group in the past and it's not really designed to be stripped. only option for the shifter would be to take the rubber hood off and blast it with a lubricant to try clean any crap out that might have built up in there.
otherwise take it to someone who knows what theyre talking about.
