Not tracked no, but I've already lodged a dispute with PayPal as significantly not as described. He's just maintaining its the same jacket when it's clearly not. I didn't pay as a gift with it not being on fuk. Paid as a PayPal payment with a fee.
Any advice would be appreciated.

@ robbi is that what PayPal are most likely to do (ask me to return to him)?
I thought it might have been the case that I would have to send it to PayPal first?

should have asked on here first (i know stating obvious now).
you could have said you never received it and claimed that way.
does the package have the sellers return address on it also? or surname and postcode?
type their paypal email address into facebook.
i try and get as much information as possible.
sometimes had people trying it on/not giving a refund when due.
when you let them know you know where they live, or get in touch with their parents…they soon come round.

As a seller whats the best (and cheapest) way to send an item to europe to ensure the buyer cant screw you over e.g. say they haven't received it and claim a refund?

you might want to get a quote from interparcel for a courier delivery to Holland (for the best price). Should be fine sending to USA with Royal Mail international signed for

Just to add Royal Mail delivered 2 of my international signed for packets to the wrong country! Their customer service is shocking! Would look around other options compare prices

I sent a package to South Korea and Royal Mail sent it to South Africa. Fucktards.
Had to wait an extra month to be re-routed and luckily it got there in the end.

lucky there wasnt a claim against you, nothing in place to get them to pay again if you have refunded someone (via ebay/paypal)
