If the mentioned phone is not an iPhone 5 or 4s then the lag is to be expected as the processors are not up to scratch. The sad part is once you upgrade to IOS7 it is not possible to downgrade anymore.

i upgraded my mum's phone to ios7
there is now a drag on the iphone, like a 3 second delay when texting and unlocking the phone
