spent a year in Penryn Cornwall, places around are really nice too like mylor bridge, falmouth, flushing. Good surf in rose, perenporth (sp?), loads of places around there I can recommend for surf or a nice getaway.
edit realise that doesn't really help. if you want a nice town in the summer with some decent places to drink and eat, and a decent public beach without pikeys, i'd recommend falmouth. or stay in flushing and drive to falmouth for the day (5 min drive)

Depending on what you want to do, I can recommend a few places. I live by the coast in W Sussex.

The Witterings are nice, but busy when it's sunny. Chichester is nice (I live about 15 mins away), but not so great for bars/pubs these days IMO.

Heading to St Ives this summer, fantastic beaches, great seafood.

IOW also a great shout. Again, decent beaches, lovely countryside and lots of places to visit. Would avoid Ryde & Sandown for staying, bit pikey, although beaches are good. Ventnor, Shanklin or Cowes worth a look.

Hub does great Burgers if you are in St Ives.

Just spent the last week on IOW. Beaches are OP and weren't busy at all.

Recommend bringing/hiring bikes to explore the island and getting some sea kayaks.

Lots of pubs/restaurants are still closed and don't expect anything particularly gourmet outside of Cowes but seafood is all decent.

For shopping as well, Academy is worth a visit. Not too far to travel but for views head south to Marazion. It's where you would go to get to St Michael's Mount, but is really nice.

Winterton-on-sea is great for the SE coast, miles of sandy beach down to the beautifully pikey Hemsby. Also one of the best cider lists in the village pub. And about 20 mins from the broads.
