I'm talking about when I was at secondary school, when I was 14/15 so 94/95. There was one guy in particular and every time I saw him he had a bigger pair of jeans on, hanging down low on his arse. We all thought it looked ridiculous. People used to point and laugh at him but looking back now he obviously had his own style

skaters wore oversized pants since early `90s, they were leaders though and it took a long time for the rest of the world to catch on. It was different to the `80s where the cut was often "baggy" but also constructed and deliberate, ie miyake and kawakubo influence.
Video Days changed it for me, ever since I saw the copy a jap had at my high school in about '94 I wore baggy skate jeans. It came out in `91 and about half the skaters are wearing massive cargos or cords. here's a pic from `91 as well:
Remember Kids was `96 and by NYC kids had obviously been wearing huge shit for a while by then.
why would it look terrible today? are we better dressed now than then? in what way?

Not in the 90s, maybe very late 99/00, every one wore big ass baggy as fuck jeans that fit on the waist, and would look terrible today! If your gona wear baggy jeans you need to sag them!
