Nah there are instances where it's clearly not a pen despite being in box - it can be subjective but for me this is blatent, as it's an unforced error.
By the "letter of the law" it's not a penalty so the ref made the right decision as there was no intent and his arm was in a natural position for someone jumping for a header.
That said, I still think it should be a pen as he's a centre half who can't even head the ball and it came off the corner of his nut and hit his arm so have no sympathy for him.
For me the rules are shit but everyone is entitled to their own opinion etc. but if you made the rules "black and white" there would be no ambiguity and no moaning about bias - ball either hits arm in area or doesn't.
Happy it wasn't given. It was in no way 'deliberate'. He just timed his jump wrong and was shit defending as has been previously mentioned. Harsh to award a penalty for it IMO. Agreed with the refs decision.

Then like JustinCredible stated - the rule is rubbish; but unfortunately, it can't be changed.
This would have been read differently had Rojo made this mistake and it comfortably dropped in front of him to clear the ball out of the box stopping a goal scoring opportunity, rather than falling to Ighalo for him to get a shot off.
But anyway, the WC will be spicy after these group stages.
