Top team qualify in all 9 group's.
8 best runners up go into play-offs, the points against the bottom seeded team are taken off to make all groups even (Group 9/Scotland's group only has 5 teams). HOWEVER:
What happens if the 3rd placed team has more points than the 2nd placed team after these points are taken off?! It is quite possible. It states the 8 best runner-ups but teams might be runner-ups AFTER the points deduction so do the points come off ater the runners up have been set aside or not?!
Even worse what happens if the group winner has less points than the 2nd or even 3rd place team after these points are taken off?!
I think I've gone crosseyed.
